Simply put because mattress and bedding companies could not be trusted. In the past they would just stuff them with whatever cheap crap they had lying around, old clothes, corn husks, horse hair and more. To protect people from getting sick or infested with bed bugs and lice they had to create a law with a label to tell people what the hell is inside the mattress.
